What is the Census?

The census is a count of everyone living in the United States every 10 years.
The census is mandated by the U.S. Constitution.
The next census is in 2010.
Your participation in the census is required by law.
It takes less than 10 minutes to complete.
Federal law protects the personal information you share during the census.

Timeline of Activities


2010 Census Timeline: Key Dates
Fall 2008 Recruitment begins for local census jobs for early census operations.
Spring 2009 Census employees go door-to-door to update address list nationwide.
Fall 2009 Recruitment begins for census takers needed for peak workload in 2010.
February – March 2010 Census questionnaires are mailed or delivered to households.
April 1, 2010 Census Day
April – July 2010 Census takers visit households that did not return a questionnaire by mail.
December 2010 By law, Census Bureau delivers population counts to President for apportionment.
March 2011 By law, Census Bureau completes delivery of redistricting data to states.

 

 

Pitt County's Mail-Back Participation Rate:

The Mail Participation Rate is the percentage of census forms mailed back by households that received them. The rate excludes households whose forms were returned to us by the U.S. Postal Service as “undeliverable,” strongly suggesting the house was vacant. We will still follow up on all these housing units to ensure everyone is counted. With hard work and diligence, the Pitt County Complete Count Committee strived to increase the Mail Participation Rate in Pitt County.  As of April 28th, 2010,  Pitt County’s Census 2010 Mail Participation Rate was 71%.  This is 9% higher than our Mail Participation Rate in Census 2000.  As a state, North Carolina increased its Mail Participation Rate by 8%.   The National Mail Participation Rate has matched the Census 2000 rate.



    

 

 

 

Past Census Activities in Pitt County

April 29th, 2010 – Final Meeting of the Pitt County Complete Count Committee (CCC)

A final meeting of the CCC was held to wrap up committee activities. Committee members were presented with certificates of appreciation for serving on the committee.  An update on the current mail-back participation rates was given and a poster was unveiled to mark the success of the committee’s work. At the end of the meeting, a group photo was taken to be used to for the CCC final report and to be added to the county website.

March 30, 2010 - Pitt County & the City of Greenville, along with the Pitt County Census 2010 Complete Count Committee hosted the Portrait of America Census Road Tour Event. Visit our photo gallery...

The Complete Count Committee formed a Census Road Tour subcommittee, which was responsible for organizing and holding a Census Day Event in March of 2010. This event revolved around the US Census Bureau’s Road Tour regional vehicle, complete with interactive displays, on board staff and promotional items. “The 2010 Census Portrait of America Road Tour is part of the largest civic outreach and awareness campaign in U.S. history." Pitt County's event was held on March 30th in downtown Greenville on the corner of Fifth Street and Evans Street. Participants had a chance to learn about Census 2010 and the positive impact their participation could have on their community. Guests and speakers included our local Census officials, City and County officials and State legislators, along with officials from surrounding counties and the general public. In addition, there was a "March to the Mailbox" campaign located on-site within one of Pitt County's hardest to reach areas. Our committee would like to thank our sponsors for the refreshments served at the event. Our sponsors included: Bojangles', Chick-fil-A, Chico's, Cubbies, Jersey Mikes, Lowes Foods, Piggly Wiggly, Pizza Hut, The Fresh Market & Wal-Mart. The event was a success. There were approximately 150 people in attendance at the event and media coverage on several local television channels.

March 29, 2010 – 3rd and Final Meeting of the Census Road Tour Subcommittee
The Census 2010 Road Tour subcommittee met the day before the scheduled Census Road Tour Event. The meeting was to “iron-out” any last minute details for the event and to check the forecast for any needed alternate plans. Plans were made to have subcommittee members and additional staff on-site at the event for the entire day to handle logistics and set-up.

census in schoolsMarch 25, 2010 – Tracy Cash (CCC Member) and Eli Johnson (Planning Department) Visit H.B. Sugg Elementary
Tracy and Eli visited Mrs. Moore’s kindergarten class at H.B. Sugg Elementary in Farmville, NC. The teachers were presented with the Census in Schools educational materials and maps along with some other promotional items. The kids received census materials to take home to their parents in addition to some kid-friendly census promotional items such as pencils and backpacks.

March 25, 2010 – Rita Roy (CCC Member) Presents Census Materials To Regional Advisory Committee/ Mid East Area Agency on Aging
Rita Roy spoke about Census 2010 at the Regional Advisory Committee for Region Q held in Bertie County with the Mid East Area Agency on Aging. This group included citizens from Pitt, Bertie, Hertford, Beaufort and Martin County. Also, key providers for the aging population from all five counties were in attendance. Participants received census promotional items to take back to their organizations.
chicod_posterMarch 22, 2010 (week of) – Rita Roy (CCC Member) Coordinates Census Art Program Within Pitt County’s After-School Program

Rita and other staff spoke with students in the after-school programs at Falkland Elementary, Stokes, Elementary, Chicod Elementary, Ayden Elementary, GR Whitfield and WH Robinson about the census.  Students were given book bags and asked to create banners representing their knowledge of the census.  This involved about 225 K-6 graders and 15 staff.  The banner were then displayed at the Census Road Tour Event on march 30th.

March 18, 2010 - 4th Meeting of Pitt County’s Complete Count Committee (CCC)
The purpose of this meeting was to discuss CCC activities and presentations done thus far and to encourage CCC members to continue to promote Census 2010. CCC Members were also encouraged to visit the Pitt County Planning Department website for CCC activity updates, along with links to Census materials provided by the US Census Bureau and the North Carolina Census website. Akilah Ensley, Participation Specialist, United States Bureau of the Census gave updates on the upcoming Census events which included the Mail Out / Mail Back Program, the Update/Leave Program and the Non-response Follow Up portion of Census operations. The next program to kick off will be the non-response follow up program. Census workers will go door to door to follow up and count residents who do not return their questionnaires. Akilah also discussed the opening of Pitt County’s Be Counted and Questionnaire Assistance Centers, the March to the Mailbox Campaign and employment status. The Census Road Tour Subcommittee updated the CCC on the status of the Census Road Tour Event.

March 18, 2010 - 2nd Meeting of the Census Road Tour Subcommittee
The Census 2010 Road Tour subcommittee met to further discuss plans for the upcoming Census Day event. The subcommittee members gave updates on assigned tasks associated with the event and continued to brainstorm ideas to make the event more successful.

censusMarch 10, 2010 – Vashti Kittrell (CCC Member) Promotes Census 2010 to Pitt County Health Department Clients

Vashti and other health department staff passed out census related information to Health Department clients the week of March 10th.  Materials were presented in English and Spanish.  Coloring sheets were also passed out to children.

March 4, 2010 – Pitt County Government Department Head Meeting

James Rhodes spoke to Pitt County Department Heads regarding the upcoming Census 2010.  Specifically, James addressed Pitt County’s mail-back participation rates compared with the North Carolina and United States mail-back participation rates from Census 2000.  Census promotional items were distributed for other County activities.

March 1, 2010 –Tracy Cash Speaks at the ECU Leadership Team Meeting

The Leadership Team meeting provided an opportunity to speak to several ECU professionals who are directly responsible for student housing.  The focus of this presentation was to encourage campus housing residents to participate in the upcoming Census.  It was decided that ECU would provide the US Census Bureau with much of the information gathered from resident hall data.

road tour vehicleFebruary 25, 2010 – 1st Meeting of the Census Road Tour Subcommittee

The Census 2010 Road Tour subcommittee met to discuss plans for the upcoming Census Day event.  The event will be held on March 30, 2010 from 2 until 5.  The event will take place on the corner of Fifth Street and Evans Street on the vacant lot known as the “Freeboot Lot”.  Along with the Census Road Tour van and display provided by the US Census Bureau, Pitt County and the City of Greenville will host local food vendors, entertainment and table-top informational tables in an effort to promote Census 2010. 

February 20, 2010 – Arnetta Williams (CCC Member) Attends the Democracy NC Census Training – “Pathway to Power: The 2010 Census & Beyond; It's About Money.  It's About Power.  It's About the Future."

This event was sponsored by Democracy NC.  The focus of this training was to educate individuals on how to reach hard-to-count and specific ethnic areas.  It included information on Democracy NC as well as information on the Census and how the census count affects our State government.  The training included group activities and open discussion.  Census materials were also made available for distribution.

February , 2010 – Rebecca Clayton (CCC Member), Director for PATS Helps To Advertise Census 2010

PATS picThe mission of the Pitt Area Transit System (PATS) is to provide safe, reliable, cost effective transportation to the citizens of Pitt County. PATS is a Community Transportation System open to all citizens of Pitt County who live outside the city limits of Greenville, North Carolina.  Rebecca Clayton applied for the Partnership Support Program Grant back in the summer of 2009.  This program was an opportunity for PATS to receive funds to promote awareness of the upcoming Census by advertising the Census message on the side of the PATS vehicles.  This month, the decals were affixed to the PATS vehicles.

January 27, 2010 – James Rhodes Speaks at the Town/Gown Meeting

James Rhodes, along with Merrill Flood from the City of Greenville and Akilah Ensley from the US Census spoke to ECU, City and County officials and Chamber of Commerce representatives regarding the upcoming Census 2010.  They covered the upcoming Census schedule and other important dates.  They were also seeking assistance in getting the word out and providing the audience with the tools necessary for promoting the Census process within their organizations and to the public.

January 23, 2010 – James Rhodes Presents at the Latino/African-American Census Involvement Forum Called “Census and Community Power”

This event was focused on encouraging minority populations to participate in the 2010 Census.  Juvencio Rocha Peralta, President of the Association of Mexicans in North Carolina, invited James to speak regarding the overall geography of Pitt County, the importance of an accurate census count to Pitt County and our latest LUCA (Local Update of Census Address program) efforts.  James also shared upcoming events with the audience and encouraged everyone to take part.

January 21, 2010 – James Rhodes Speaks to City/ECU/County Economic Development Group

James Rhodes, along with Merrill Flood from the City of Greenville spoke to ECU, Greenville City and County officials regarding the upcoming Census 2010.  Specifically, the group was informed on the logistics of the Census process and how it related to each entity present.  There were also discussions regarding the most efficient ways of ensuring ECU students are counted, both on campus and off campus.

January 20, 2010 – James Rhodes Presents Census Information To The Pitt County Planning Board

James Rhodes updated the Pitt County Planning Board regarding the upcoming 2010 Census and the activities undertaken by the CCC.  He discussed the logistics behind the Census process, the important dates and what Pitt County stands to gain by receiving an accurate count of Pitt County residents.

January 14, 2010 - 3rd Meeting of Pitt County’s Complete Count Committee (CCC)

The purpose of this meeting  was to discuss new happenings regarding the 2010 Census.  Akilah Ensley, Pitt County’s Census 2010 Partnership Specialist, gave updates regarding the Census project schedule, current operations and employment opportunities.  James Rhodes and Tracy Cash presented information regarding other Census outreach efforts.  Plans are being made for the Census Road Tour Stop by the Road Tour Subcommittee, which was formed during this meeting.  Other upcoming events were discussed as avenues to reach other hard-to-count populations. 

October 14, 2009 – James Rhodes Presents Census Information To Pitt County Golden Kiwanis Club 

James shared a snapshot of information pertaining to Pitt County with the members of the Golden Kiwanis Club.  He highlighted our ongoing efforts for the upcoming decennial census.   He discussed the formation of Pitt County’s Complete Count Committee and its various outreach programs.

October 5th – 10th, 2009 - Census 2010 Booth at the Pitt County Agricultural Fair
Between 12 – 15 committee members volunteered their time to man a Census 2010 information booth at the Pitt County Agricultural Fair. We used this time to talk with citizens about the confidentiality of the Census questionnaire and to alleviate any concerns about filling out the Census form and mailing it back. Bilingual speakers were present to help inform our Spanish-speaking citizens and answer any questions.

September 24, 2009 – 2nd Complete Count Committee Meeting
The purpose of the second meeting was to discuss various upcoming marketing opportunities for Census 2010. Our Partnership Specialist discussed the “Census in Schools” initiative with our members. She conducted a review of the Census process and gave us updates from the Census Bureau. Also, a volunteer sign-up sheet was collected to help with representation of the Complete Count Committee at the Pitt County Agricultural Fair.

June 2009 –Partnership Support Program Grant
This program was an opportunity for Pitt County to receive funds to purchase products to promote awareness of the upcoming Census. Pitt County applied for and received approximately $2600. With these funds we purchased koozies, pens and hand sanitizer pens bearing the US Census 2010 logo.

May 28, 2009 – Complete County Committee Organizational Meeting & Census Training

This was the first meeting of Pitt County’s Complete Count Committee. During the formation of the Complete Count Committee, Pitt County Government included various subsets of the community. Our Committee consists of members from the local media outlets, education sources such as East Carolina University & Pitt County Schools, highly recognizable community groups and various minority and religious groups. Each organization brings unique qualities to our committee which provide visibility to our campaign and a voice for it to be heard. Our Census Participation Specialist trained the new members by focusing on the Complete Count Committee Guide, published by the Census Bureau. Afterwards the new members broke up into subcommittees and developed actions plans for getting the Census message out to the undercounted populations within Pitt County.

census questionPitt County Forms A Census 2010 Complete Count Committee!
On April 6, 2009, the Pitt County Board of Commissioners approved the formation of Pitt County’s Complete Count Committee (CCC), as part of outreach efforts to increase awareness of the 2010 Census.  A Complete Count Committee (CCC) is a volunteer committee established by our local government to increase awareness about the census and motivate residents in the community to respond to Census questionnaires.  The Complete Count Committee for Pitt County is comprised of community representatives from government agencies, education, business, religious organizations, and the media.  The local CCC, in cooperation with local and regional census offices of the U.S. Census Bureau, is charged with developing and implementing a plan to educate Pitt County citizens regarding several key factors directly affecting Pitt County.  These factors include elected representation, funds allocation and census data confidentiality.
